Under Hungarian construction law, hiring a technical supervisor or site manager is mandatory for specific types of projects.
1 When is a Technical Inspector Mandatory?
The technical supervisor acts as the independent representative of the developer/client. Supervision is statutory when:
- • when multiple main contractors are involved;
- • when the project involves a protected (heritage-listed) building;
- • when the project falls under public procurement regulations;
- • when the project is classified as strategically important at national level;
- • when a construction escrow/fund control agent is involved.
2 Role of the Responsible Site Manager
The site manager operates on behalf of the building contractor to ensure lawful and proper execution:
- • technical supervision of construction works;
- • ensuring compliance with technical and legal requirements;
- • documentation of construction activities;
- • quality and safety control of works.
Conflict of interest rule: The roles of construction supervisor and responsible site manager cannot be performed by the same person on the same project.
